De Financial Secrecy Index bestaat uit een kwalitatieve en een kwantitatieve maatstaf. De kwalitatieve maatstaf kijkt naar de wet- en regelgeving en bijvoorbeeld internationale verdragen. Dit om te beoordelen hoe ‘geheimzinnig’ ze zijn.
Hierna krijgen de landen gebieden een geheimhoudingsscore toegewezen: hoe hoger de score, hoe geheimzinniger voor het publiek.
De kwantitatieve maatstaf kent een weging toe war het gaat om aantrekkelijke en gunstige financiële diensten die worden geboden. Zie: In welk land betalen bedrijven de meeste belasting?
Nederland op nummer 8!
Nederland heeft 15.000 ‘bijzondere financiële instellingen’ (bfi’s). BFI’s zijn de internationale schakel tussen dochterondernemingen van multinationale ondernemingen (MNC’s) in landen van ‘oorsprong’ en ‘bestemming’.
Deze zgn. ‘brievenbusmaatschappijen’ worden gebruikt door buitenlandse multinationals om ongeveer € 4.000 miljard door te sturen Nederland.
Elk jaar is dit ongeveer tien keer het bruto nationaal product van ons Land Nederland De BFI’s vertegenwoordigen de grootste sector van Nederland, zelfs de banksector voorbijstrevend. Zie hier de meest concurrerende belastingstelsels.
